PG doctors face humiliation, harassment

The Telangana government has announced the reservation of 85 percent of the Category-B (private management seats) in MBBS and BDS courses in private medical colleges for students native to the state.

As according to a Government Order (GO) issued by the Ministry of Health and Family Welfares, around 1,068 MBBS aspirants from the state will have access to MBBS seats in 24 private medical colleges.

On Thursday, 29 September, the government released GO Ms 129 and GO Ms 130 amending the rules of admission into MBBS and BDS courses in the category-B seats.

Accordingly, 85 percent of MBBS and BDS seats in private colleges will be available only for Telangana students, while 15 percent will be available for students all over the country.

A total of 3,750 seats are available in 20 non-minority and four minority private medical colleges in the state.

Of the 3,200 seats in non-minority colleges, 35 percent — 1,120 seats — were under category-B.

Till now students of all states are eligible for these. According to the latest amendment, 85 percent of these seats — 952 seats — will now be reserved exclusively for Telangana students.

Only the remaining 15 percent (168) seats are available for students from other states in the open quota.

“Since it is an open quota, Telangana students also have a chance in this,” said the Department of Health in its statement.

Similarly. of the 137 seats in the minority colleges, till now 25 percent were under category-B. With the latest amendment, 85 percent — 116 seats — will go to the Telangana students.

“Till now there was no special reservation for Telangana students in management quota seats in the state. As there was no local reservation in the 35 percent quota in category B, students from other states are mostly getting MBBS seats in the colleges here. Thus a great injustice was being done to Telangana students,” said the Department of Health.

It added: “If we look at the rules of other states, Maharashtra, Gujarat, Kerala, Odisha, Madhya Pradesh, Jammu and Kashmir, and Punjab do not have an open quota policy. Since last year, the rules have been changed so that all the seats go to the students of the respective states. Due to this, students of Telangana are suffering a lot due to reservation or not getting seats in their own state. On the other hand, they are not able to get seats in other states.”

The department also said: “The state government, having recognised and studied this, has taken a fresh decision to benefit the students here. A total of 1,068 students will benefit from this.”
